Saline County Circuit Clerk Dennis Milligan became the first candidate to file for Arkansas State Treasurer Tuesday. He is seeking the Republican nomination in the May 20 primary election. Milligan was elected the circuit clerk in November 2010 and is serving his second term. He is a successful small business owner and was chairman of the Republican Party of Arkansas from 2007 to 2008.
