Joy Black, who has been serving in a temporary capacity, has been selected as the permanent Finance Director for the City of Bryant, according to a press release from the office of Mayor Jill Dabbs.
According to Dana Poindexter, assistant to the Mayor, Black was chosen after an exhaustive search.
“Joy has an extensive background in budget and accounting in both the public and private sector. Joy’s peers within the municipal government sector describe her as diligent, dedicated and a definite asset to the City of Bryant.”
“I am confident Joy is capable to provide Bryant with the fiscal management and leadership skills needed to keep our city on a trajectory to be a model city, rated as one of the top smart growth cities in America,” Dabbs said. “Joy took the helm of the finance department in August and has already proven to be an incredible asset to the city of Bryant. Please join me in welcoming her to our local government team.”
Black holds a Master’s Degree in Professional Accounting from the University of Texas and a Bachelor of Arts Degree: Honors Communications Magna Cum Laude from the University of Arkansas. She is a licensed CPA in Texas and Arkansas.
She serves on the board for Hot Springs Habitat for Humanity, Hot Springs Circle of Friends (supports Arkansas Children’s Hospital), Hot Springs Junior Auxiliary and is currently serving as treasurer for the Arkansas Government Finance Officers.
